Flashing now. What's msm-dvcs gov and noop sched and what do I do? I tried googling but it wasn't very illuminating for me.

a very efficient and wide range of Dynamic Clock and
Voltage Scaling (DCVS) which addresses usage models from
active standby to mid and high level processing requirements.
A Krait CPU can smoothly scale from low power, low
leakage mode to blazingly fast performance.

in the market is no frills cpu control app, install it and here is the info on the gov

Would you please refrain from using the dark font. Many users use an inverted tapatalk or dark themed taptalk and it is impossible to read. FYI though you could use a single opening font and color tag at the start of the post and a single set of closing tags at the end rather then doing it every sentence/line.
Hope to get some time to check out this ROM tomorrow as I can't read over half of what is included. :-p

Safe strap only way to install or is it possible to flash via TWRP or CWM on Dev Edition?

FYI I've found any ROM that says SafeStrap only will in fact flash to a Dev edition just fine. However I have not tested all the ROMs but all the ones I have do work just fine. It does take one extra step tho in some cases but i do it for any flashing just to be safe. When i first got my Dev HD most ROM flashing would fail if you didn't use SS.
That said if you are using TWRP on your Dev edition go into Mounts & manually check the "Mount System " box, then back out and flash the ROM and do any wiping you may need and you should be good to go. I don't use Clockwork recovery anymore so I'm not sure if it would work the same way or not but I'd assume it would.

Currently I have my Dev edition HD running AC!D with the Beats addon, and my Dev edition M I have AC!D running with the Nooz addon.

I tried flashing twice with a full wipe/factory reset in a Rom Slot in Safe Strap. Each time everything seems to be great except I can't get screen rotation even though the setting to rotate is checked. Flashed back to JB leak in the stock slot and the screen rotates fine.
