Is it Bricked?

So a friend gave me his phone to fix.
When I turn it on it just sits at the Razor screen.
When I hold power/volume down for what seems like ages I get this:

AP Fastboot Flash Mode(8)
0A.74
eMMC info: Size 16g
To return to normal mode - first press power key to power down
Device is LOCKED. Status Code:0

Battery OK
OK to Program
Connect USB
Data Cable
And then when I do that..it says
Transfer Mode:
USB connected.

The guy said it was on ICS and he tried to get to JB when it froze and here we are.
He basically wants me to take his phone back to stock. I'm VERY new to this, so where
do I go from here? Thanks a bunch guys!

Basically he wants his phone usable again. I'm not sure what to download on that link. He claims the update failed but you say it is running ICS. So what steps should I take to get the phone back in usable condition?

Did he run the JB leak through stock recovery? If he did I would try a factory data reset first. If that doesn't work you may need Matts unbrick utility and the JB leak from the link cmh714 posted. If he didn't run the JB leak through recovery you can just fxz ics. Let us know what all he did and we can help you out further.

Sorry just saw your second post. If it failed I would run the Droid razr utility 1.82 which is the first utility I'm the link that cmh714 posted. I would recommend wiping data when it prompts you to choose.

well, about 3.5 hours later, myself, Satman, Hecks, Brian and some others have helped. We tried everything from 1.82 which said it was successful to unbrick (a couple of versions) also successful, to everything we could think of and nothing.

We have decided its HW related.... :( one we couldnt save
