i might be wrong but all i do is go to matts utility and double click on ADB.exe and it seems to work cuz i get connection to my phone that way i might be wrong... but worked for me...

That won't put ADB in your system path. Delete matts utility and tell me if you are still able to run ADB commands.

Great setup tutorial, but for Razr M owners in particular, I believe we still need the motorola-specific fastboot. This was mentioned in the post you have above for setup:
