Horrible UI lag with all 4.3+ roms?

I apologize if this has been asked and answered before but a quick search yielded no results on the matter.  Basically, every 4.3 rom I've tried has terrible UI lag and was wondering if anyone has a work around or if that's just how it is for 4.3 on the Razr M. It feels like using Android before Project Butter, almost as bad as Gingerbread. I've tried AOKP, Cyanogenmod, CyanKang, and currently SlimRom. They all seem to exhibit the same problem though. I've followed the specific instructions for each rom and not exactly sure what I'm doing wrong here.

 

Any ideas or help would be greatly appreciated.

I get the same thing, also on 4.4 roms. With or without Gapps/tweaks/setting changes.

 

But my Beanstalk 4.2.2 is smooth as butter.

 

What gives?

 

(I have tried unticking "Disable HW overlays" and disabled the animations, and I have changed my CPU/mem governors, wiped Dalvik/cache countless times. ART behaves similarly)

OK, pure AOSP 4.4 performs a little better than the other 4.3/4.4 roms I've been trying (Revolt, Dirty Unicorns, Slim Rom, Beanstalk, OSE..).

There's still some slight delay in responsiveness vs the Jellybean equivalents that I've tried however
