Issue With Silent Mode/vibrate

Ever since the upgrade to .211 (ICS) I have an issue where if you use the physical volume buttons and turn the phone all the way down it eventually mutes all sound. This should only be the case if silent mode is selected in settings/sound but I have it set to vibrate mode. Is there any known way to fix this issue or is this a bug in ICS? Thanks for the reply's.

I am now on the .215 leak and this issue still persists.

its normal it does like htc. if you use button to go all the way down it goes to vibrate only then one more click is silent all

Press and hold the power button and select either mute or vibrate at the bottom of the screen that pops up. The screen you show doesn't hold anyway. Once you reboot it reverts right back to vibrate.

It's working as intended not a bug. I got used to it quickly.
