I came across this article from Jan. 17th, I was curious if anyone has tried it. I have not, but am thinking about it. If it worked and I wanted to unroot when 4.4 comes out to update would I be able to since I'm locked? Does anybody see anything sketch about this that I should not try it? Thanks.

So I've ran it and it works and is rooted. Will rooting alone allow me to install custom recovery and roms or do I need to be unlocked for that? I've tried doing some research but I'm not getting anywhere

You can run safe strap. It is not exactly full recovery but as close as you'll be able to get not being unlocked.
