Off topic i just want to say that you guys are great.  Its nice to see that you guys were all willing to help me try to fix this issue.  whether it does get fixed or not i truly appreciate all the replies and attempts.

I may fool around with it a few more days then maybe swap screens to my old razr...

Find the oldest radio you can and flash it.  Then flash the latest radio again.

 

With the phone in AP Fastboot:

 

fastboot flash radio radio.img

 

Use that to flash both.  Get the oldest FXZ you can find, and flash that one's radio, then try to flash the newest again.  If the old one fails, try a slightly newer one until you get it to flash.  Do this before flashing the latest.

I was only able to find links for .16 and .165. The rest were all ICS fast boot files. Does anyone have any in between. I'll keep looking. That's what you are talking about right. I wasn't sure if its possible to just flash a radio with a locked bootloader

The radio uses different security than the rest of the partitions.  Hence you can flash a really old radio.  It probably won't give you signal, but, that's not the point.  Once it flashes successfully, flash the newest radio and see if it then works.

I flashed ICS radio rebooted then updated phone to newest radio. Also tried with the JB radio and updated phone to newest. Still no dice. Each radio did receive 3g. Did I do that right? I really thought this would work... thanks for that link. Took me a little bit to figure out how to flash this way. Created fastboot folder on c drive put fastboot-adbwinapi.dll and radio in folder. And used cmd prompt and entered
Cd c:\fastboot then fast boot flash radio radio.img.

Yea you did it right.  Damn.  I thought that might help.  It's possible you have a physical failure in the phone. Broken radio or antenna perhaps.  I honestly don't know but it was worth a shot.  Sorry it didn't work.
