No...... That only means boot loader unlocked (which comes with it own set of privledges).... What you're asking is about "Sim unlocking"..... Which is done with a program called RadioComm :)

Has anyone experienced Droid Razr Maxx Hd not working with a foreign sim card. I called Verizon to make sure I could use it in Ireland. They told me yes.I set the phone to Global inserted sim and it jammed my phone up. I had to buy another phone for sim to work. Since coming back to the states I went to store. They said No way it has to have a verizon sim to work overseas. Hello. two different networks. Called global support and they said it should've worked. I still have service on prepaid card and phone while in the states. The phone itself is a cheap one. I would rather use my Razr. Also has anyone ever just used Razr on a GSM network here in the states? Thanks for your time everyone.

...and make sure you go step by step.  RadioComm will quickly turn your phone into a brick if you're not careful.

Mine would not work on CM 11. I went back to 4.1.2 (RAZR HD) and it worked just fine. I got the same result as you. Restart didn't work unless I was back on the stock ROM.

Also modified my wife's M and it worked first time.

We used ours on tmob here in the u.s. we previously had paid Verizon for international when we went to the UK. The phones connected to Vodafone when we were there.

OK... so I did all these. Now I got my sim cards from net10 byop plan. Now when I stick the new sim card in my phone for some reason its not reading the sim card yet... I haven't called to activate it yet due to "no sim card" error. Does anybody know if I have to register and activate the sim card for my phone to be able to read it

After you changed the nv and rebooted, did you go back and re-read it to see if the change saved? I'm betting it didn't. If it is not changed, the new sim cards will still be for banned networks and will not work.

If it is not changed, the new sim cards will still be for banned networks and will not work. Editing the value does not invalidate your Verizon Sim card. You can switch back to it without changing the nv.
