When you installed the 183 pkg did it boot into recovery mode after the completion of the flash or did it just boot into the system. I think RSD flashing makes it complete the rest in recovery, but I am not sure. I know HOM doesn't, use it all the time.

Nope, it doesn't go to recovery. The bionic did way back when because it had to finish the radio crap, but, the HD/M don't do that.

Yea Sam is right, when it's done flashing, HoM or RSD it just reboots and goes straight into normal boot.

Wasn't there somethng about having to go back into stock recovery a second time manually and start the flashing again?

How long does it usually take when the phone reboots. I wonder if in the state that it is in that one can get towel root done in time to root then just unlock it through the PC version

PC version requires it to be in adb debug mode, not fastboot. Won't help.

That was on the 182 update Sam put together which the OP can try to restore it back to that state, but I think for some reason or another that the internal storage is still not formatting to the new format. Freaking Moto why change something that isn't broken.... Argggggh

Unfortunatly, I can't even get my google email info put in before it locks. I've tried to find the fxz for the 182 so I could try that, but I can't seem to locate it. A little while ago I tried to brick it lmao, I flashed, 9.30, it wouldn't boot, and recovery was useless, so I just fastbooted 183 back on, nothing changed lol

These are the ones that jumped from the two 9. versions to kitkat.
9.18.94 to 182 and 98.30.1 to 183. Just a thought. Forgot he was locked.
