Dev Edition Phones & "world" capability

Does anyone know what current devices are currently offered in Developer Edition, on VZW? Are any of those devices classified as world phones like the XT926 is? I'm looking to buy a phone for my mom and would rather it not have a locked bootloader. I'm assuming that with encryption being the standard with Android L, there won't be too many more bootloaders unlocked in the future. 

 

I know the Note 4 & S5 can be purchased unlocked from Samsung but I haven't found what radios are in the devices.

Moto X (2013) has a dev edition. You may be able to get a Droid Maxx dev on Swappa or eBay. Pretty sure both have GSM capable radios

I've used the HTC One M8, an LG G3 and an S5 on GSM.  No band 4 LTE in my area but I can get H/H+ on AT&T.  The M8 and G3 I also used on Roshan in Afghanistan. I would get Edge and 3g on both phones. None of this requires any unlocking. All you need to do is input the correct APN.

She went to the dark side and picked the Nokia Lumia Icon. Besides the lack of apps which she doesn't really want anyway, she loves it. I'll keep these in mind for myself though. Thanks!
