Do you have a SIM card in the phone?

If you are 100% stock, then no you cannot get rid of the mobile data warning on reboot...... As far as connecting to various WiFi , on a "public" WiFi AP there are many factors that can prevent you from connecting..... E.G. the distance from the router, the router configuration, amount of people already connected, various interference........

Most public connections like that require you to log onto the internet and sign off on a user agreement, before it'll let you browse.

Yeah, this was the same thing I was getting at the hotel I stayed at this weekend.  It would show connected, but I couldn't browse until I opened Chrome.  Once I opened Chrome, there was page for the hotel that had me sign a UA, etc.

I think there is a problem with Kitkat on this phone.

My dad's phone experiences this problem with the home WiFi only (no other WiFi) every 3 months.

Last time I did factory reset in November, Now the issue has come back.
