This problem is similar to many other problems, but I haven't seen anything quite like it. I've done a lot of searching, and I haven't found anything that actually works. Last week, the phone started crashing a lot. First it was apps, then the OS. It started taking longer and longer to boot up — it would hang on the eye. Now, it won't boot past the red eye at all. I can get it to the fastboot menu by holding down the power button and the volume down button, then pushing both up & down when the screen goes black, but no matter what I select from the menu, it just goes back to the red eye and stays there. Every now and then, I can get to the triage screen, but it says "no command" underneath the dead android and no combination of button pushes has any effect. Eventually, it will go back to the red eye again. There are a lot of broken links out there. For example, the sticky thread on how to flash the rom on this forum has a bunch of "here" links that lead to search pages.

RSD Lite does not see the phone. I do not have access to a "factory" cable.

Is there a way to flash the rom with just a regular cable and without being able to get past the red eye?

If you can't get to fastboot mode there isn't a way to flash the factory firmware.  From what you describe I will almost be willing to bet that you will see the QLoad error if you do get to fastboot.  That usually means the memory chip on the main board has gone bad.  We have seen a lot of that lately.  When you get to the menu where you have went to recovery select fastboot (vol + pwr) select ap fastboot instead of recovery and reply with what the screen shows. We will go from there.

With the device locked you can flash the same or newer factory firmware.

We can try the 10.1 firmware first (near the bottom of the list) via House of Moto 4.3. That firmware is bootloader unlockable. If you get a security vioiation error then we have no other choice than to flash the 15.1.  Also using the HOM.  That version is not bootloader unlockable, they have patched the exploits.  So either way you need to read this thread carefully and set HOM up exactly as the instructions tell you.  You miss anything in the setup and execution of the tool it will not work for you.
