Historically, where does an SBF come from. Are they made by dev's of leaked by VZW staff?

Normally, they are distributed to phone retailers who need to be able to fully restore returned phones that have "issues" back to stock.
From what I've seen, many of the groups who regularly release fastboot restore files (they've changed from the SBF format) have contacts with a couple of different phone retailers where they offer either monetary incentive or future development favors to get "leaked" fastboot files.
A rumor was circulating that Motorola was going to start marking each set of fastboot restore files so that "leaks" could be tracked back to the vendor themselves. Not sure if that was ever confirmed.
