Before I say anything, huge, huge, thanks to Kebob and Sparkyman for their work on this. They are responsible for the background tweaks that make the pulldown toggles, 1% battery mod, and AOSP lock screen to work, as well as other features. Without them, this wouldn't have happened. If you are going to choose to donate for this ROM, send it their way! :)

Other credits:

Team Fuzion for the Original Toggles
halo13 for help with getting the toggles in working order
If anyone sees one of their tweaks in there that they made please let me know and I will update the thread with the person who originally made it

Requires
DROID RAZR XT912 or DROID RAZR MAXX XT912 on the Jellybean Leaked Update

Rooted
Safestrap 3.07 or above.

How to Install
Download the version you want (Software Keys or Hardware Keys)
Download the latest Gapps4BatakangROM for the XT912.
Wipe System, Wipe Date
Install BatakangROM in the ROM Slot of your choice (I hear slot 1 might be better, not sure?)
Install Gapps4BatakangROM for the XT912
Reboot into BatakangROM and enjoy!

*When you first boot you have the option of 'Homescreen' to use the Circles Widget compatible launcher OR the option of 'Launcher' for the 4.2 launcher.
**The "Bluetooth" quick toggle in the QuickSettings Menu (only in Circle Widgets launcher) will not work.
***If you want to use tethering, you must use the SQLite Editor app to change the line "entitlement_check" from a 1 value, to a 0 value, then reboot.

Naming a Few Features
Build.prop tweaks for speed and battery life by Kebob
AOSP Lockscreen by Sparkyman
Pulldown toggles by Sparkyman and Kebob
1% Battery mod by Sparkyman and Kebob
Init.d scripts for Zipalign on boot, Adbd insecure, CPU Sleeping, and a few others for extra "oomph"
"Themed" to look as close to AOSP as I felt that I should.
4.2 Camera, Clock, Launcher...
Circles Widget Launcher
Debloated - heavily.

What your normal device buttons are on the XT912 are hardware keys. What the Galaxy Nexus and Nexus 4 use are Software keys.

Also if you guys prefer the WiFi tether app like myself, I was able to get it working by leaving everything default except the device profile. Works great.
