This is a strange error that I have never seen before. Maybe a bad download?? Try to re-download. Try rebooting pc before try again. Are you using the USB cable that came with the phone?? Try a different usb port.

Hmm... that sucks man. At this point I would suggest using the new Utility to fastboot back to stock JB. That should clear out any problems you have. Then I would root first thing after setting up the phone and clearing data from Smart actions.

I had the same errors as Softspizzle, but I just figured out the key to this problem.
Rooting Droid Razr XT912   4.1.2

What I did...
(Some may be unnecessary, but I wanted to cover all bases.)
Uninstalled Droid virus protection in case it might prevent something.
Cleared the data for Smart Actions
In Developer Options turned on USB debugging.
Charged the phone 100%
Connected the original Droid USB cable
*****HERE'S THE KEY*****
(From what I understand, system updates from Motorola discontinued the usual way to set USB to "charge only".)
So...
Pulled down the notices from the top of screen
Selected the notice that phone was connected as mass storage.
Selected that the phone be connected as a camera.
************************
On the computer: Dropped my Razr_Blade folder into the root directory of my C drive.
Started Administrator Command Prompt from the StartMenu
"CD C:/razr_blade"
"run.bat"
Followed the instructions in the batch file being run.

Super User is there!!! Yippee!
