Have I need ROOT or BMM to install other version of actual Android?

For example to:
replace ICS Retail.EU.FR to ICS Vodafone.en.EU
OR
replace JB Retail.EU.FR to JB Vodafone.en.EU

If yes, are there any special requirements, like special service cable, OS version, files to install etc.?
