Im not sure if it will charge while on the boot logo. If you plug it in and see the charging light come on you might be good. Plug it in for a while and then unplug it and hold the power and both volume buttons down for 10 seconds or so and see of it goes into the bootloader. If it does scroll down to fastboot and see what the battery status says. Although I highly down you will be able to charge it, it is worth a try.

There are other ways you can get the battery to charge. Majormer wrote a guide about it. You can have a look at it . Safest bet is still the factory cable, IMHO.

Plugging it in to a wall charger should bring up the battery charging animation on the screen. If you aren't seeing that, chances are it's not going to charge. You'll have to get a factory cable and use that to fastboot. The factory cable won't charge your phone though. It only supplies power to the phone so that you can flash the phone. Once you've flashed the phone the charging software should be back and you should be able to plug it in and charge it using a regular charger/cable.

is it possible to ADB into fastboot? If so, can someone tell me how?
ADB won't help. That runs only in the OS.
You should be able to get to fastboot but it's tricky. If you are stuck on the red m or bootlooping hold power plus vol down for 10 seconds til the screen goes black. Then immediately switch to holding power plus BOTH volume buttons. It may take a bit but if you get the timing right you should be able to get to fastboot.
You will still probably need to cable adapter to charge as you will probably be too low on battery for Fastboot commands

So with a factory adapter, I should be able to use my phone at any time, even without charge?

Yes, in the development forum. This is what you'll need:
It can fastboot back to stock JB. You'll need to go to JB because you had been on it previously. As stated earlier you CANNOT go back to ICS once you're on JB. Use this utility and youll be back to stock JB.
