It's similar to that. It has to do with clearing out the Dalvik cache. It's merely rebuilding the dalvik cache. Not quite zip-aligning. .gif)

Now when I turn on my phone after unlock and TWRP, i get the box "Android Updating Starting Apps" for about three seconds, then phone is normal. Is this new dialog normal?? I am stock 4.1.2....

Yes, it is simply zip aligning your apps I believe.
