Something Different When Turning On Phone After Unlock and TWRP

It's similar to that. It has to do with clearing out the Dalvik cache. It's merely rebuilding the dalvik cache. Not quite zip-aligning. :)

Now when I turn on my phone after unlock and TWRP, i get the box "Android Updating Starting Apps" for about three seconds, then phone is normal. Is this new dialog normal?? I am stock 4.1.2....

Yes, it is simply zip aligning your apps I believe.
