Tried installing a new ROM, now it won't boot up

Well, I tried installing a rom I downloaded, and it all went well, then I installed the ROM. It went surprisingly quickly, then it went into safestrap. Now, the touch screen won't respond, and when it goes past the safestrap, it just stays at a black screen. Please help.

make sure the rom you downloaded is for the phone you have. also, try re-downloading the rom cause it could have been a bad download.

If he's not unlocked and on 4.1.1 he needs to use Matts utility 1.10 if he uses utility 1.20.on 4.1. 1 he's gonna have some issues.

Hmm... Why do you say that? If he's locked he can go up just not down.

I see where you are coming from but it doesn't matter what his stock rom is. All that will be overwritten with the 4.1.2 fastboot files. You can go up with a locked bootloader.

 

Also unless he can boot his stock rom he cannot unlock. 

 

Of course I never thought to say just boot up your unsafe side but I have seen a ton of people have issues getting their stock side to boot up after using safestrap. Thank god an unlock has been found so you can use a normal recovery.

I think you can upgrade with the utility if your locked but not downgrade because of the security version I might be wrong though but it's better to be safe lol

Sounds like you installed the ROM over the stock slot, which you can't do on a locked bootloader.  Like everyone said, you need to run Matt's utility to restore it to stock.  While you're at it, unlock the thing and read up a little on the proper procedures for modifying the phone.
