This is pretty much the only information I've been able to find on it 

 

 

28: MSM DCVS

a very efficient and wide range of Dynamic Clock and
Voltage Scaling (DCVS) which addresses usage models from
active standby to mid and high level processing requirements.
A Krait CPU can smoothly scale from low power, low
leakage mode to blazingly fast performance.

Believe it's a governor that is mfg'd by qualcomm to utilize new on chip features.

MSM is the prefix for the SOC (MSM8960) and DCVS is Dynamic Clock and Voltage Scaling. Makes sense, MSM-DCVS

 

 

Anyone have any experience with this govenor and have anything to add? What about the best scheduler to pair with it? Looks very interesting especially cuz it was developed by qualcomm for our CPU's

MSM-DCVS is something like hotplug was on the OG RAZR it shuts off 1 core when not needed. Best governor for the HD in my opinion i tried the others they all had bad battery drain, but then again this phone is terrible on battery on stock. Trust me i have everything disabled and frozen only have like 4 things running + ad blocking. I also changed the max to 1.35 becuase 1.5 is overkill for most things its just more battery drain try lower if things dont lag. Also try changing the I/O scheduler to Noop that what i use. my battery is awesome with those settings running nexusque rom.
