So, i've done a recovery on my droid razr and would like to use it without a sim card. I can only get to a screen that says "A sim card is needed to operate this phone." Is it possible to bypass this?

If you're stuck at the Green Android at the beginning of the setup try this:
Touch the corners of your screen, starting at Top Left, moving counterclockwise, and it should bypass the setup phase.
That's :Top Left, Top Right, Bottom Right, Bottom Left.

I hope that helps. If you're not stuck at the Motoblur activation screen, please elaborate. It should work this way though
