Does anyone know what WIFI_TETHER_PENDING, BT_TETHER_PENDING, and USB_TETHER_PENDING controls in settings.db? Default in 4.1.2 is "0".

yes because the BT and usb already work without the SQL change. the change is for wifi hotspot internal app.. which is the entitlement_check"0" after any SQl change you must reboot
