Why aren't GAPPs included?

Lately, there have been a lot of questions regarding whether or not GAPPs are included in aftermarket, AOSP based ROMs. First off, if you come across any ROM that's not stock based, it's probably AOSP. Since it's AOSP, it needs GAPPs. Why? The short of it, licensing issues.  It's not because the devs are just lazy.
