Q- Took OTA UD & No New radio?

You need to flash it in Moto recovery not TWRP

Also unless I am mistaken the radio is now 81 not 78 so it did update.

The new radio is ...78p.

Also I do not know how others got the UD to take w/o using stock recovery.
I followed the Razr HD thread on xda all the actions are the same.

Do the radio numbers go in reverse because mine is 81 not 78

No order. Did you UD with stock recovery? Some get away with twrp. I had to use stock.

No I used stock recovery all I did was uninstall ss recovery and protect then unroot with voodoo.  I had this same problem with my bionic sometimes frozen apps didn't affect an update so I just restored the 98.16.1 backup I had made before the update and I am going to unfreeze them and try again.  If this fails I will fxz with matts utility and then root and take the update that will work I had to do this with the bionic and Samuri's house of bionic before.

Well after unfreezing the same thing happened it updated everything to .3 but not the radio I got the android laying down with the red triangle ! and it says update failed well part of it anyway guess its FXZ time.

Well Matts utility didn't work for me it said it couldn't execute fastboot command or something like that.  So I downloaded the FXZ and and just did it manually through RSD which was weird it didn't delete apps or anything.  It put the system version back but I still had root I then took the update after unrooting with voodoo.  Here is the other weird part this time around it gave me the other update not the 98,16.3 this time I got the .78.  It downloaded fine this time and I am now on baseband 78P this was with system apps still frozen.  This whole update has been strange I am wondering if the problem is with the .98.16.13 update.  Anyway this worked for me hope this helps anyone who is stuck.  Here is a link to the FXZ file I used it is the last one
