Reformatted and reran utility. Then I wiped cache and did another factory reset, but still no go. :
Stock Razr stuck in a boot loop.

No, not that I know of, I was using it when it first started acting up.. Does the phone have to be active for this to work? When I started having problems I switched to my back up phone so the Razr isn't active right now.
