I'm using the stock 78 ROM on xt907 rooted and BL locked. Is it safe for me to install Clockwork Recovery so I can do Nandroid backups and install gapps? I want the Google stock email app.

No sir. That will not work on your locked bootloader. You can however install Safestrap to accomplish the same think.

Yep.
It's perfectly safe, cause it won't do anything.
But yeah, safestrap should be able to do what you're looking for
