This is probably late to the game with ICS supposedly rolling out, but just in case it takes a bit for it to get fixed in the CM/AOKP based builds, this is what I've done to get data back up.

Start methodically and eventually resort to furiously toggling things.

If you're looking for more scientific, this seems to work and stay working:

1) go into settings->more->mobile networks->network mode and select GSM only (to get data up) and close back to the home screen
2) open the notifications bar and turn on the LTE toggle
3) go into Phone Infor from the test menu (*#*34636#*#* from the dialer), scroll down to the drop down box and select LTE/GSM/CDMA auto (PRL)
4) go back to the notifications bar and turn on LTE toggle again
5) reboot

If this doesn't work, try repeating and instead selecting LTE/CDMA instead of LTE/GSM/CDMA auto (PRL).

I don't know if I'll find the exact combination that always works, but once I do, data usually stays up for days.

Once data is working, DO NOT open the network mode menu, when you close it, data will go away.

Because I do this so often I've made shortcuts to go directly to the screens (saves dialing *#*#3436#*#* every time and is faster in case you accidentally boot up in GSM mode and dialer just crashes).

Shortcut to the Testing->Phone Info menu:
1) Press and hold on the home screen
2) select shortcuts
3) select activities
4) select Settings
5) select PhoneInfo (com.android.settings.RadioInfo)

You will now have a shortcut directly to Phone Info on your home screen.

Shortcut to the Settings->more->wireless & networks->mobile networksmenu:
1) Press and hold on the home screen
2) select shortcuts
3) select activities
4) select Phone
5) select NetworkSettings (com.android.phone.settings)

You will now have a shortcut directly to the Mobile Network Settings panel.

Haven't had issues with data not connecting just bad reception after .211 but this might work for what you're trying to accomplish. Not sure if it will work but couldn't hurt to give it a shot.
