which I believe means I have a locked bootloader?

Anyways I installed clockwork and tmrp but don't know which to use.. or should i use safestrap. Do i just download it on to sd card and then go to the twrp and find it reboot and select it?

You can't install cwm or twrp on a locked phone. Your only option is safestrap. You must download the ss apk install it then activate it. Then you have to set up a ROM slot in as, then you can flash a ROM. Only older ROMs will work and a couple newer stock based ROMs will work.

installed it through the play store.. thought this was the general method. I couldn't find any more detailed instructions but clockwork mod was what I used for my older phone. Should i just unistall, and install safestrap and find a diff rom then?

I'm pretty sure I know what you installed from the Play Store, but it wasn't the recovery.  You need to fastboot flash, recovery flash, or install a recovery from a ROM manager.  With that being said, since you have a locked bootloader, you won't be able to install an aftermarket recovery, but like Sloose said, you can use SafeStrap.  SS doesn't replace your recovery, it just works in conjunction with it.

I cant install ROMs on my girls verizon moto droid Razr M. installed two versons of safe strap to try the newest 6.0 and then the 3.12 since I saw it worked for M's. when I get into safe strap and try to format a slot it wont let me so I just said screw it and ran beanstalk rom. the rom flahes and I select reboot and get a screen that says:

AP Fastboot Flash Mode (S)

10.9B(*) (sha-1e9f557, 2013-05-24 14:49:34)

eMMC Info:size 8GB

Device is LOCKED. Status Code: 0

Battery OK

Connect USB

Data Cable

Failed to hab check for boot: 0x56

Fastboot Reason: Boot Failure

........ so I cant seem to get the rom to start, any suggestions???ohhh now looks like im bootlooped on this screen too.....fml

Not sure about beanstalk. If you have safstrap installed you should be able to hold power and volumed down to reboot and the safestrap screen should come up.

Beanstalk is cm based so you cannot flash it try flashing flying jelly a great stock based ROM !

You have a boot failure .... typically caused by trying to flash a ROM over stock in safestrap.... Use RSDlite to fxz back to stock..... or use house of moto here
