I have a Droid Razr M that is not activated on any carrier. I rooted it and unlocked the bootloader and it is now running CM10.1.3 (4.2.2) and I noticed that when the mobile data is on I can pick up 3G and browse the internet as I please. I used Google to see if it was like this on all phones or if it was CM users only, But found nothing.

I also noticed that it only holds the 3G signal for about 20-30 minutes at a time, Even though I get all 4 bars through out the town. The 3G will then cut out and I'll have to toggle the mobile data off and back on for it to connect again. If anybody can shed some light on why this is happening, And maybe even provide a fix for the 3G to stay on all the time then I would greatly appreciate it.

I have the same thing with my X on stock, but mine seems to stay on until I move to another tower, then I just wait for a couple minutes and it reconnects.

Hmm, I couldn't see that lasting long if it was widely noticed.. I did notice the same on a friends old metro pcs phone, but didn't leave the radio on for fear of some how reactivating the phone and causing them charges of some sort. Sent from my DROID BIONIC using Tapatalk 2

I've been streaming video on it all I can.  Been doing it since I got it on 9/30.  They haven't caught on yet.

Perhaps its an inability to filter it out or it will cause system wide problems. I know with cox TV if you have internet but no TV service you get basic TV through the cable. If they try and filter it the internet won't work.

i don't think it matters.  if there is a SIM card, then you will be charged.  if not, then perhaps not?

Verizon FIOS does the same with basic cable, if it's installed but you don't pay for any packages (no TV service) you still get basic, we used it for trouble shooting the coax wires in the house VS service/set-top boxes.
