I freshly installed and rooted my Maxx with Rockmymoto, downloaded SS 3.65 and it will not install.    I have installed Safestrap on my OG Razr 1000 times, but using  XT1060-vzw 3.65 apk to install on the first OTA errors as "app not installed"  Any ideas?

followed the steps on xda thread for SS on the XT 1080.  SS for the XT1060 works on our XT1080

Thanks!

You can't install safestrap in recovery mode. Have you personally done so?

Once you are rooted, recovery mode/ or choosing recovery once you are in AP Fastboot(Vol- and Power) will boot the phone without write protection which is where you want to do all of your debloating/ss install etc...  If you reboot from there and do not choose recovery again by going through ap fastboot it will boot android in write protection mode and you wont be able to install ss or remove apps.
