Samsung has yet to show me that they are willing to fully support a developer edition program. I bought the Dev S4 and it was like they washed their hands as soon as payment cleared.

Samsung must have something going on, I certainly do not know what it is. There are a lot of secrets such as the latest one which has Google Play S4 Variants picking up 4.4.2. Granted that has nothing to do with the Dev program, but it seemed odd come to think about it that Beanstown106 was so quick to sell off (raise funds to contribute) his Retail Note 3 to Hashcode then to turn around and pick up a Dev Edition.
