can i root and install rom on the newest 4.1.2 version

ok i see all sorts of ways to root and safestrap recovery. most not all in one place. but i am wondering how do i root and install a rom using the newest ota update from verizon on the razr or razor maxx. they are the same phone so it should not matter. it has been a long time since i messed with a razor. but my i want to get cm on my wifes phone. she got a fitbit flex. and it will not work on her phone. and i know the phone has 4.0 bluetooth. but im guessing something was not turned on with verizons last update. when ever that update was. she is running 4.1.2 official verizon. the phone has never been rooted or anything.

Yes they are boot loader locked ..... But you can still FXZ back to stock.... Root... Etc .....
