Does anyone have a copy or know where one can be found? A zip would be perfect. I need the one with the extra blur files that is capable of restricting "cellular data" and "background sync".

I can tell you this much, you need more than just the Smartactions.apk and Smartactions FW.apk. I backed those up from my non-safe side with Rom toolbox pro and restored them to the safe side (Kebob's HDRom). The app works but cellular data and something else I can't remember right now are not available as actions. Guessing there is another file that needs to be restored.
