The phone was plugged into a car charger and just turned off entirely.  It will not soft reset and I am not sure if it is taking a charge.  When I try to soft reset the led just flashes green.  I have tried multiple chargers and cables.  I have also read that they put themselves into a "self protection mode" if the battery is charged improperly or has other problems.  I am wondering if at this point it could just be a dead battery and if replacing it will fix the problem.

So...

1) Is there a way to take it out of protection that I have not tried?

2) What does the green flashing led mean when I am trying to soft reset?

3) Is there a way to test the battery to see if it is charging or defective?

4) Can I just get the battery replaced and possibly solve the problem?

With all my other razr phones a simple soft reset has fixed the problem.  This one is stumping me, but seems like it should be fixable.

I just had mine replace because of that. I even bought a Motorola boot cable and it still wouldn't boot in FB mode.

  1.  I don't have enough knowledge to answer this one way or the other, however, if it is possible, it will probably require a programming cable or usb adapter, either of which can be purchased from team black hat. I would buy a couple of the usb adapters (I bought 3), as they're handy to have in case you drain your battery while in fastboot.  They're cheap and will save you from a headache in the future.
  2. I'm not sure what you mean by a soft reset, as, at least to me, that refers to a reboot through software. A hard reset is performed by holding down the power and volume down keys simultaneously for about 7 seconds and you shouldn't have a blinking LED if a hard reset is performed (after 3 it will take a screenshot, after 7 it will turn off).  It sounds as if your phone is still on and the LED is blinking due to a text message, email, or status update.
  3. Without turning the phone on, no... unless you wish to take it apart, which will have a negative effect on it's water resistance.
  4. Only if you're going to do it yourself, and more likely than not, this isn't a problem with the battery.  Lithium Ion batteries output the same voltage and amperage until they've depleted their entire electron charge, versus that of NiCad or Alkaline batteries, which begin decreasing in voltage and amperage the minute they're used and continues over the charge life of the battery.  If you have a blinking LED, this means the phone is on... if nothing registers on the screen, try a hard reset, don't turn the device back on, and instead, allow it to sit on a high amperage charger (at least 1A, preferably 2A) for about an hour to see if this allows the phone to be turned on while plugged in, which won't boot the phone, but will allow you to see the charge percentage on a battery GUI. If you still are unable to get the screen to come on, but still have a blinking LED, this would lead me to believe there's a problem with the screen itself.  If the battery has a charge of around 2% or more, you should be able to boot into the boot selection menu (hold down power and volume up simultaneously when turning the phone on), which would rule out a bad screen.

In order for any battery to charge, it must receive a charging voltage higher than that of the current voltage of the battery, and is why the phone should remain off if you've depleted the battery that far past it's acceptable tolerances.  If it still doesn't turn on, a factory programming cable/adapter will probably have to be purchased.
