So I'm very new to building and porting roms. I'm not a stranger to installing new roms, custom recovery, blah blah blah.

At this time I've already merged the razr 2.10.12 build with hashcodes aosp targa stock build, but no boot.

Any help/guidance would be awesome!

I have tried many times to do the porting tutorials on xda and other sites. They will not work for they all expect you to have access to a custom kernel. The only way to port miui is to rewrite some of it to take advantage of the stock kernal, or make miui kexec compatible. However unless you have some college behind you in computer science, I would suggest not trying to write a miui kexec kernel.

There is a post on XDA that has the newer MIUI builds already ported, and if I am not mistaken, the english translation miui site has the files in their forums section as well.

(Some of this may be wrong because I am not an expert, however all those porting guides will not work until we have an unlocked boot loader. I know that for a fact)
