easiest way to format and start over is go get the ics file at

then rsd lite with that file or if just to get rid of one rom delete the slot you could follow these directions with the file above

Is not formatting the reason it boot loops?

shep most of the time you could go into safestrap wipe and do all the wipes but the external sd and then re install that usually works for me

I'll give it a shot. I got it to start upgrading android optimizing apps than it looped
