does anyone know how to get Google now on the droid razr HD or the Droid raz

Google Now IS available for ICS. The bad news is, without a working recovery, unless you intend to do it the manual way with ADB or a file explorer, there is NO easy way to install Google Now.

for Google Now. You would need to download that file and unzip it. Then put the files in the "system folder" (ignore meta-inf) on your SD card. Then using Root explorer or ES file explorer, move the files into their appropriate folders (/system/app/, /system/lib/, and /system/usr/) and delete system/app/GoogleQuickSearchBox.apk, /system/app/GoogleQuickSearchBox_USA.apk, /system/app/Velvet.apk, if present. Then set the permissions for all the newly imported files as rw-r--r--. Then reboot. If this sounds like chinese to you, then you may want to wait for a recovery so you can flash Google Now, or for Jelly Bean to be leaked/released (which includes Google Now). If you understood EVERYTHING I just said, then Google Now it is! If you have this face :blink: then just sit tight. A recovery and or Jelly Bean will be here soon enough.

I know your question was asked prior to the leak, but wanted to point everyone in the direction of the Jelly Bean leak for full Google Now functionality and Jelly Bean. You can keep root and flash back to stock ICS from the leak.
