Actually, it is... the VZW Droid RAZR HD is covered in that same post. Turns out, this is a new leak, perhaps what may be the upcoming soak test OTA?

I flashed this and found it sluggish. Data speeds are slower. It is the ota being pushed to soak testers. I went back to 9.1.39. Much faster. Better performance and better all around.

I thought this was closed?? Closing it to avoid confusion. To answer your question yes it is the OTA. You may want to go back to it and then try a factory reset after loading it up. Others have said it has helped.
