Well its about giving the kernel time to get sorted and comfortable its just like a new pair of shoes for laments terms the more you wear them the more they get broke in well the kernel needs time to adjust to the changes that have been made in order to ensure proper execution of each action and avoid glitches freeze ups reboots force closes etc......

It's the same when rebooting/turning on your pc/laptop...gotta let it fully start up. All auto apps and background processes. If you just jump into doing something you may have issues.

It takes a bit for the phone to index everything and get fully rolling. The computer analogy is best. You may see your desktop, but it still runs sluggish until it's done doing all its background boot tasks. Same principle but it takes longer on a phone.
