Troubles with Hotspot

After update of my DROID Razr Maxx HD up to 4.1.1 I can't switch on Mobile Hotspot.
It says: Checking Subscription Status
Then its say : Your order could not be processed.

Is there any solution for this issue
I suppose that it has to be some options in data plan of Verizon. Fact is I 'm not on Verizon.
I have unlocked Droid in Russian Network.

It is because the hotspot has to be paid for as a separate charge. Unless you use the SQLite Editor hack.

Yes root is required. Just google "SQLite Hack."

You can also use aSQLiteManager WITH aShell to do it, but it is much more difficult to find and doesn't work properly all the time.
