Hotspot / Tethering completely unavailable / not configurable ?

I think I have a grave Problem :ß
I wanted to try WIFI Hotspot and USB tethering functionality - but the phone won't let me ...

1. My attempt to get into the Hotspot menu...

2. Here's the config.. notice that there is no option to actually ACTIVATE the hotspot

3. Funnily, using a 3rd party tool (Power Toggle) allowed me to activate the Hotspot functionality...

4. If I click the notification to configure it, I get a popup, telling me how long the hotspot will be "visible" for other decices which want to connect

5. After pressing "OK", I get here...

I can now include/exclude certain devices from connecting, but I still have no options to configure the hotspot itself !!!

Thus it happens that when I try to connect my PC to the phone, I get asked to enter a "network security key"... which I -of course- do not have or know, because I'm unable to configure the hotspot...

So basically, WLAN hotspot and USB tethering are ... not available -.- Can anyone help please ? This is a total bummer -.-

Well ,it's obviously not disabled, since I can activate it. Just not by default means :ß And I do remember having seen the option to activate it before.

I rebooted the device, now everything is back in order.. I wonder what could've caused this mess -.-

Nope, my phone is completely stock, not rooted. And as I wrote, after a phone reboot, everything is "ok".. but I'll keep that tool you linked in the back of my mind in case I get into this trouble more often.
