Are you using USB 3.0 or 2.0 ports? Have you tried the ports on the back of the PC?

OK cool. If it doesn't work try a hard reset on the phone. Both vol buttons and power button pressed down until the device reboots.

If you want to you can try adding adb path.
1. Right click My Computer
2. Advanced system settings
3. Environmental Variables
4. System Variables -> Path
5. ;C:android-sdk-windowsplatform-tools
Then we can try it from a regular cmd prompt and see if we get the same issue. If you don't feel like it I don't blame ya. You have tried quite few things already lol.

Alright i got that set up....didn't change anything, but at least now adb is easier to access lol

Lol it is. So did you do start menu the cmd prompt and try adb devices first? Also did you try a simple adb reboot. Im sorry its still not working. I'm racking my brain here lol.
