I have a razr maxx hd and I have tried all different roms I can find on Kitkat and Lollipop.  Every function works on the phones but the cell reception is terrible.  It is at least 2 bars less than stock roms and in  many areas in my apartment I have no reception at all.

Does anyone else have this problem?  Is there anything that can be done about it?  I want to use these other roms but the bad reception prevents me from using it because I cannot be without reception at all due to work.

Thanks

Tbh your cell reception is probably just as good as on stock even though it appears to be weaker. The signal bars do not give a very accurate representation of the signal strength. However, if you're experiencing dropped calls or text messages not being sent then I'd say stick with stock. I haven't had a stock OS on my phone since I upgraded to kit kat and haven't had signal issues since I built lollipop for the first time right after it became available.

I think it is effecting me.  When it is down to 0 bars I have tried calling and texting it and there is no response.  Maybe when I move in a few months I will try it again.

Is this a common problem?

Not that I am aware of...Like I said, I personally haven't had any reception issues but that doesn't mean it can't happen. Maybe waiting and trying again is the best course of action in your case. :D
