Is there anyway (app, script .etc) to have your processor automatically set its clock relative to your battery level? Ex.:from 100-21% clock at 1200, 20-11% clock at 1000, 10-0% clock at 800

yes. you can set up profiles with most ROM apps like ROM toolbox and SetCPU. alternatively you can use something like Tasker.
