need help on making a rom

Since there's barely any dev/ROMs for this device,I would like to step in and at least try and dev for it but..I am a complete noob and would need some extra guidance.so if anybody can point me to the right direction on how to start I would gladly appreciate it.

And just for some info I have a laptop on a 64 bit running windows

Not to be discouraging, but you better start learning some programing. You are probably a long way off. I mean months at least. So you need to learn some degree of java, c++ or c#(I forgot which one), XML and others may be required or helpful. Once you have some knowledge, then you still have to learn the workings of android. The later you can sort of learn on the job(so to speak). I am sure if you actually put forth effort to Google this you will find far more accurate and detailed information. Then you can start working on Droid RAZR HD source.

Programming knowledge is a plus, but for pretty basic stuff, like if you want to deodex and debloat your own base, there's instructions helping you step by step. If you wanted to build a blur-based ROM with nothing too crazy, all you really need to know is XML, png, and init.d.

If you wanted to create your own built-in toggles, or tablet style UI, then you'd need to know some computer lingo.

I suggest you try building a theme for you favorite ROM first. This will teach you all about apktool, png, and XML edits.
