In your instructions to wipe all data you included Tibu in that too. Can we copy that tibu folder to the computer and copy it to the phone after the upgrade is finished? Thanks!
I realize I answered this for you in Chat, but for others here, yes. You can move the folder back an forth.

Bad idea restoring stuff from Titanium Backup from ICS to JB, Very bad idea..

Meh... Only if your are talking system data. If you are talking app data I brought mine from my ThunderBolt to my Razr without issue. Also on my wife's Razr I brought app data from ICS to JB
NEVER save and restore SYSTEM data in tibu!!

No Trust me on this, you would be surprised what I see when I remote into some... Restoring ICS system apps to JB is NG... Believe me I know, tested on purpose, result = bad

I am ONLY saying okay for APP data NOT system apps. That is why I said the above line

Yes exactly... 100% agree, that's why I have noob's not even use the app.. Just best if they skip that program all together and download from app store again.. just my opinion so mistakes are not made....

UPDATE: Uninstalled SafeStrap and futzed around with both the Mac and Windows versions of the DroidRazrUtility. Never did get option 1 to work, but that is likely because I hadn't changed that much and I was back to 100% stock simply by factory reseting. Installed the update from Recovery just fine and am now on 4.1.2. Definitely lost root, but that's cool. I'll fix it later. Thanks for all the help.

Yep, I've wiped everything, used Matt's utility to restore to .211 and wiped everything again about a half a dozen times. Tried with and without temp unroot. I'm a couple more tries from giving up. :\

Because it is not the final version. Someone basically pushed the wrong button at the wrong time. Oops. Now we have a leak
