Changing clock speed but keeps resetting to stock 300

Question: When changing speed from 300 -> 196 after sending the phone to sleep, when waking back up it resets back to 300

I know this has been answered before, here is my setup.
-Batakang latest release with extra modules loaded
-Startup script loading all modules followed by setting the governor to interactivex then followed by setting my voltages to:

echo 0 196
echo 1 300
echo 2 600 <-------Dont remember the volts I set right now but based them off of GB (slightly lower) and then took 25v off that
echo 3 800
echo 4 1000

Now on first boot all is good modules all load governor sets to interactivex and the clock set to min of 196 on first boot. After I press the power button and sleep and then press again and unlock the phone changes to 300. I know it was talked about before but I cant find it. I though i remembered something about setting a profile for screen off and setting it to 99 priority. Tried setting screen off to 196-800 and set it to 99 and screen on to 98 and 100 and neither time did it stick it just went back to 300. Any ideas? Anything will help

Also when I run cat /proc/cpu_control/oop_table_current it is showing all the correct speeds and voltages
