Setup and use House of moto 4.3 to flash follow the instructions exactly in the HOM thread. From your question stating that there is no OS installed I am suspecting you will find you have a hardware failure in the memory chip which there is no recovery from short of replacing the main board in the phone. I don't think you will be able to find one for a phone of that age.
