Have downgraded the firmware to 2.3.5, but still the problem persists.
Motorola Customer Care, tells me to keep waiting indefinately for the ICS upgrade. Till then i cant use my phone, how annoying.
The folks at Motorola should be sued for such an attitude.

@farokh: are you the guy who has posted on the motorola owner forums as well? anyway i wanted to ask whether you got your phone downgraded from the service centre or using RSD?

Yes i am the one who had posted on the Motorola owner forum.
The service centre is a useless place, They told me that Motorola has stopped providing them with the 2.3.5 Update, they only have 2.3.6 update.
RSD will do you no good.
but i used the method prescribed by the razr guy on you tube, just google xt910 downgrade.
There is a link to download an eternity project flash tool.
I tried the European, French, Dutch, versions of 2.3.6 but still the same problem.
Infact even a downgrade to 2.3.5 doesn't solve my problem, so i dont think that it will do much good.
We should be suing Motorola for this....!
They wont even give me a replacement nor the money back....!

I am from Brazil and I am currently using ICS 4.0.4 (Vivo carrier). Claro carrier does not have this SMS issue, only Vivo and Tim (I have never tested with Oi carrier).
Just follow the steps below:
1. Open the message settings (default stock message).
2. Enable "Delivery Reports"
3. Disable "Auto-retrieve"
Boom! You're done!
Please tell me if that works!
Cheers!

I have been having the same issue since my phone was reset to factory settings (my charger was having issues and because it was under warranty I sent the charger and my phone to my service providers to fix it and they reset the phone).
I have update to ICS in the time that I have been having issue and the issues have not been resolved.
I initially called my service providers about the issue and they told me to try and find the 'sms-e' (?) menu, which could not be located and they told me to call motorola about the issue and get them to locate the menu so I can put in some code. I have yet to call motorola, but thought I'd see if anyone has been told to go through a similar process?
@ dehkun, I tried the settings you suggested and still had an issue
