Have I need ROOT or BMM to install other version of actual Android?

For example to:
replace ICS Retail.EU.FR to ICS Vodafone.en.EU
replace JB Retail.EU.FR to JB Vodafone.en.EU

If yes, are there any special requirements, like special service cable, OS version, files to install etc.?

Ya need root to install different country firmware .
Once ya done with ya rooting just need to erase ya cid by cmd prompt and then can flash any country fastboot files .
Edit : ya can not soft on ya phone , every time ya need to go into bptools to switch on ya phone
